The Massachusetts Coalition for Small System Assistance (MCSSA) delivers a full range of direct, outreach-based services to small public water systems (those that serve less than 10,000 people), including assistance with building the skills needed to supply safe drinking water that meets water quality regulations. It is a unique coalition of three service providers with diverse and extensive expertise. The subject areas offered are related to the financial, managerial, and technical elements of operating small water systems. The MCSSA also helps foster small water system affiliation with the drinking water profession.
The MCSSA member organizations have provided services to drinking water suppliers for many years and have extensive water works experience and expertise.

The Massachusetts Department of Environmental Protection, Drinking Water Program, through the U.S. Environmental Protection Agency Drinking Water State Revolving Fund (DWSRF) Program, funds the Massachusetts Coalition for Small System Assistance.
